If Bethesda has anything else to say, I'll post it here. To verify individual games on Steam do the following: Create the file validationBlacklist. Some games on the other hand will load an installer instead when you run verification. Switch to the local files tab and select verify integrity of game cache here.
No personal information is contained in the report. That is really strange.

It's Bethesda's game, and if Steam makes it unplayable for some of us, I suspect Bethesda will be concerned enough to follow up with Steam and be sure it's solved.
Once that is out of the way, it will load Steam and start validating all installed games on the PC. In the target path you will find the ID of the game.
The program attempts to find the right games directory automatically using the Windows Registry. Only 2 possible things come to my mind. It is easy and you can find Gopher's videos about it from the download page.
While that is useful if you only need to verify one game or maybe two games, it is not really a solution if you need to verify all games you have installed on your system. It is very much recommended that once your game is working again you will clean your master files with TES5Edit.
It simply takes to long and requires too much attention to be practicable. If you select the script option, you need to download AutoIt first.
